Facilitation and Development of Large Industrial Projects in Tajikistan
Over 30 years of experience in the Soviet Union and more than two decades of consulting and project development in the Russian Federation, Azerbaijan and Tajikistan.
Major projects in Tajikistan include Feasibility Studies for: Rehabilitation of Hydropower Plants on the Varzob and Syr Darya Rivers and the Coal Mining Component of the Proposed Fon Yaghnob Coal-Fired Power Plant - all with Real Time Information System, Enterprise Management System and Business Information Management System components.
Eurasia Link facilitates project implementation in close cooperation with corresponding Ministries: for example, Large Industrial Projects in Tajikistan were conducted by Contracts for more than US$1,2 million with the Ministry of Energy and Water Resources.
For the last couple of years Eurasia Link has been working on environmental projects in Tajikistan concerning full capacity utilization of the hydropower stations on the River Vakhsh.
Major spring-summer snowmelt in Tajiksitan creates significant inflow of water into HPP reservoirs that are currently spilled-over due to insufficient demand for electricity for this period of time. This additional electricity can be effectively used by electrolysis of water for production of hydrogen and oxygen.
Hydrogen can be used as partial replacement of compressed natural gas in automobiles and for production of carbamide (replacing natural gas or coal for production of ammonia), and oxygen can be used for increasing effectiveness of coal combustion in furnaces for production of cement, baking anodes for electrolysis of aluminum, etc.
Rudolf M. Rubiner acquired a Masters Degree in Metallurgy in 1962 and Ph. D. in Engineering in 1969 from the Moscow Institute of Steel and Alloys. From 1962 to 1988 he was responsible for executing research and development programs within the system of the Ministry of Electro-Technical Industry of the USSR. After immigrating to the United States, he incorporated two companies in the State of New York: In 1990, Metallurgical Resources International, Inc., specializing in engineering consulting in the fields of Mining, Metallurgy and Energy, and in 1994, Eurasia Link, Ltd., specializing in large project development.
